THE LOMPOC CITY COUNCIL SPENT 5 HOURS ON SATURDAY DISCUSSING WAYS TO HELP SAVE MONEY IN WAKE OF ANOTHER BUDGET DEFICIT.. ONE OF THE IDEAS FROM CITY ADMINISTRATOR LAUREL BARCELONA WAS TO PUT THE HUMAN RELATIONS DEPARTMENT UNDER HER OFFICE MEANING THE LOSS OF NEGOTIATOR WILLIAM YANONIS .. CITY COUNCILMAN BOB LINGL SAID THAT CITY'S LEGAL FIRM COULD HANDLE LABOR NEGOTIATIONS WITH THE POLICE DEPARTMENT WHICH ARE EXPECTED TO BEGIN IN JUNE.. SOME OF THE OTHER IDEAS INCLUDED POSSIBLY CONTRACTING OUT THE ENTIRE PLANNING DEPARTMENT, A JOINT VENTURE WITH THE Y-M-C-A FOR MANAGEMENT OF THE AQUATIC CENTER, REDUCING COUNCIL COMPENSATION AND INCREASING FEES FOR SENIORS AT THE POOL.. THE CITY ADMINISTRATOR HAS ALSO PROPOSED LEAVING THREE JOBS VACANT INCLUDING THE ASSISTANT CITY ATTORNEY POSITION BUT WANTS TO HIRE AN ASSISTANT CITY ADMINISTRATOR TO HELP HANDLE A HEAVY WORKLOAD... THERE WAS NO FINAL DECISION ON WHETHER TO PLACE AN INCREASE OF THE CITYS BED TAX ON THE BALLOT ..
