SUPPORTERS OF A MEASURE TO BAN PLASTIC BAGS IN CALIFORNIA SAY THEY ARE DISAPPOINTED THE MEASURE DIDN'T PASS. AB 1999 WOULD HAVE BEEN THE FIRST STATEWIDE MEASURE IN THE NATION TO BAN THE BAGS AND IMPOSE A FEE FOR ANYONE USING THEM AT LOCAL SUPERMARKETS. CALIFORNIA USES AN ESTIMATED 19 BILLION PLASTIC BAGS EVERY YEAR. THEY ARE ALREADY BANNED IN THE CITY OF SAN FRANCISCO.
